The Regional Diving Center for Underwater Demining and Diver Training (hereinafter referred to as: RCUD) is a limited liability company,
of regional importance established by the Government of Montenegro in 2002 (“Official Gazette of the Republic of Montenegro” No. 29/02). The RCUD headquarters are in Bijela in the Bay of Kotor.

Given its regional importance, RCUD integrates its organizational, personnel and financial functioning into international activities and thus, cooperating with similar institutions in the Southeast European region and elsewhere, contributes to the training of divers for underwater demining and the protection of the population from underwater explosive devices, through the following tasks:

The only civilian institution in Europe that deals with humanitarian underwater demining and training divers for underwater demining.
The Regional Center for Training Divers for Underwater Demining, Assistance and Rescue at Sea (RCUD) was established by the Government of Montenegro in 2002.
The establishment of RCUD was initiated by Veselin Vesko Mijajlović, the then commander of the Special Diving Unit in the Ministry of Internal Affairs of Montenegro. The results of the work of the divers of the Special Diving Unit were also highly appreciated and known in Montenegro and beyond at that time.

He gave support to the initiative to establish RCUD Jernej Cimporšek, then director of the ITF (International Trust Fund for Demining and Mine Victims Assistance) and his team from Slovenia, after which the South East Europe Coordinating Council for Mine Action and Civil Protection – SEEMACC (South Eastern Europe Mine Action Coordination CCouncil), at its session on February 14, 2002 in Ljubljana, adopted the RCUD Project.
The Government of the Republic of Montenegro, at its session on 7 June 2002, adopted the Decision on the establishment of the Public Institution RCUD, and later, after 13 years of RCUD's operation (12 February 2015), the Government adopted a new Decision on the establishment of the Limited Liability Company "Regional Diving Center for Underwater Demining and Diver Training" - RCUD ("Official Gazette of Montenegro" No. 08/15 of 27.02.2015), and thus the status of RCUD was changed from a Public Institution to a Limited Liability Company.

The offices of the RCUD Technical Center for the operational preparation of divers are in Herceg Novi, Baošići, address: Obala bb, Baošići, 85340 Herceg Novi.
RCUD is an organization owned by the Government of Montenegro and is the only civilian institution in Europe that deals with humanitarian underwater demining and training divers for underwater demining. The establishment and development of RCUD was supported by the Government of Montenegro, as well as the Governments of the EU and the USA.
RCUD VISION is to help ensure the safe use of underwater assets by contributing to the development and prosperity of countries facing the problem of explosive remnants of war underwater.
RCUD MISSION is achieved through the training and development of divers for humanitarian underwater demining and the implementation of projects related to ensuring the safe use of water resources, managing humanitarian underwater demining operations with the aim of ensuring the safe use of water resources available to countries around the world and supporting the development of national and regional capacities in the identification, development and implementation of projects related to underwater demining and the removal of explosive material and obstacles underwater. Promotes regional and bilateral cooperation through joint projects and the integration of underwater demining projects.
One of the most complex tasks in the field of demining relates to the removal of explosive devices from the waterbed that were left behind after various war conflicts and pose a threat to the use of water resources for economic development and the construction of infrastructure and other facilities.
Thanks to its activities in the field of humanitarian underwater demining, RCUD has become the first and most well-known organization in the world for training underwater deminers and underwater demining.
During more than two decades of work, RCUD has demined over 3 million square meters of underwater land and removed over 200 tons of various explosive devices, not only in Montenegro but also in other countries that are faced with the problem of remaining explosive devices underwater.
The security and strategic aspect and importance of underwater humanitarian demining is immeasurable for organizations engaged in security activities and for countries whose strategic commitment is the development of water-based tourist destinations.
After the wars that took place in the last century across Europe and other continents, a significant number of unexploded mines and other explosives remained underwater, posing a great threat to the population. Their removal, in addition to humanitarian, is of great importance for the economic recovery of war-torn countries.
